Minutes of Meeting of the Board of Directors
of the Esperanza Estates Homeowners Association

February 28, 2005


Members Present: Max Perry, Ben Sheffield, Shelia Bennen, Robert Frost, , Tom Cooke, Steve Brown, Scottie Blum, Ken Miller

Members Absent: Norma Stanley

Recognition of new members: No new members present.

Max Perry, President, called the meeting to order at 1:15 PM.

ANNOUNCEMENTS: None.

MEMBER COMMENTS: Bev Brow requested that the board consider resurfacing the shuffleboard court. Ben Sheffield reported that it is on the budget and he is investigating the items needed to do the repair by volunteers.

Rod Pearson asked how minutes were distributed to the members. He was told that copies were to be placed at the pool and tennis courts. It was disclosed that this had not been done for several months. We will leave a copy at the pool and tennis court and Rod will also place a copy on the Esperanza Web Site.

Steve Brown reported a parking problem on Regalo. Max stated that this is a continuing problem and further study will be done.

Max then thanked Ben for the job he performed as President of the Board.

MINUTES FROM THE NOVEMBER MEETING WERE APPROVED AS PRESENTED.

TREASURER’S REPORT: The Treasurer's report was then approved as presented. There were no member comments. The budget is balanced at this time and one and 1/2 dues payments are still outstanding.

BOARD REPORTS:

Architectural Committee – Steve Brown reported that there are three projects in progress: 1206 Norte, 1020 Napa, and 1020 Regalo – all have been approved.

A wall change at 1092 Norte was also approved. Ben reported that a change in a wall is being started at 780 Placita Nueva. It has not been approved. Ken and Steve will visit the site after the meeting.

Capital Projects – Robert will report on the status of new streetlights at the next meeting. It was also reported that he had tightened all the clamps on the Solar System.

Common Area Maintenance – Tom Cooke reported that AAA is spraying for weeds and 195 yards of gravel have been spread since the beginning of the year. He has had two particularly bad areas improved between 146-192 Napa and the alley behind Excelso and del Sur. This work should help contain some of the flooding on del Sur.

Tom reported that he had attended a GVCCC Trail and bike path meeting. Special praise was given to the Esperanza Trail.

Tom and Steve Brown will relocate some of the cactus in Esperanza Park and also rebuild one of the fire pits.

Tom noted that these improvements have had a big influence on the increased prices of houses in Esperanza Estates. A full report will be printed in the Periodico.

• GVCCC Report – Sheila gave a report of the last GVCCC meeting. It will be printed in the Periodico.

• Neighborhood Relations – Norma was absent but Max will consult with her about the truck parked in the Common Area by the Esperanza entrance sign.

• Recreational Facilities – Scottie reported that she has no one to monitor the pool chemicals. Max will try to find a solution. Two new chairs were purchased for the tennis court.

How reservations can be made for the use of the Ramada area was discussed. A calendar will be placed at the pool. All Hospitality events will be entered and other may then write in reservations. An announcement will be placed in the Periodico.

STANDING COMMITTEE REPORTS:

• Esperanza Tours – Jerry McCall has disbanded the tours and had a check for left over funds written to be given back to the Hospitality Committee. A report will be made in the Periodico.

• Hospitality – Phyllis was absent. Her Hospitality Report will be in the Periodico.

• Neighborhood Watch – All sheets have been updated and given to the watch captains. There will be a general town meeting on Tuesday March 1st. Melodye will get the information to the captains and assistant captains. The speaker will be Judge Shipman.

• Volunteer Activities – Joan Zebrowski noted that her co-chair is Tess Ewing and her name should be placed on the agenda. The auction netted $818.44. Sheila asked if they were planning the second volunteer of the year party. Joan will discuss the party with the committee and plan.

• Home Tour – The home tour will be on April 3rd. Ticket sales will be at the pool Friday March 18th from 10 am to 12 noon, and Saturday March 19th from 2-4 pm. There will be 8 homes on the tour and a wine and cheese party will follow.

Old Business:
There is a wall behind the quad at 1178 Circulo del Norte that was not painted when the general painting was done. Tom will get the wall painted so all future painting can be done on a schedule.

Tom asked that he be given money out of the reserve fund to finish all the needed gravel work this year. He will bring an estimate to the next meeting.

An article will be placed in the Periodico requesting that all new A/C units be painted when installed.

It was noted that the propane tank at 1100 Circulo del Sur is in compliance with Pima County regulations.

New Business:

Advisory Vote Resolution. Tom will rewrite the resolution, place it in the Periodico stating that a discussion and vote will be taken at the next meeting. He will state that all those who wish to comment should attend this meeting.

The meeting adjourned at 2:40 pm.
