President’s Report - By Ben Sheffield

With Valentines Day just past we now begin our rush towards Saint Patrick's Day and hopefully some warmer days. For all of you that have noticed how nice the common area along the South side of Esperanza Boulevard is looking. please extend a thank you to Tom Cooke as he has directed a fine effort from the gravel crews.

We had ten members present at the February 16th meeting. One member commented that she had adequate suspicion that their garage was broken into prior to returning last fall. This has been reported to the Sheriff's department.

The newly formatted Financial Statements for 2004 were presented at the meeting and are a great improvement in the information they supply. A copy of the January 31, 2004 Statement of Revenues and Expenditures along with the Statement of Financial Position follow in this issue (front & back). At the end of January our surplus over projected expenses is $658.97. You will also find a re-compiled summary of the 2003 Financial Reports (front & back) for your information and review. Should anyone wish to review the complete accountants report they may contact me and we will make a copy of the report available for your review and return to me.

Common Areas Maintenance Committee - By Tom Cooke, Chair

Esperanza Estates resident Ron Keilbart has completed rewrapping the swimming pool and Spa handrails. The old wrapping was totally worn out and unsightly, but with Ron's work, the rails now look great. Ron used a French spiral technique, with Turks head binding knots on either end, and then applied several coats of shellac and paint. This is slow and tedious work, and Ron spent several days on the project. We thank him very much for his efforts. His knowledge of ropes, knots, and marlinspike seamanship was learned during his extensive experience as a sailor on his own boats. He once supervised the construction of his own 54 foot sailboat in Taiwan, and then sailed it across the Pacific Ocean. He is a fine craftsman in other areas as well, and previously built both of the bridges for the Trail in Mesquite Park. He has also helped us on other projects.

Volunteers Lance Ewing and Eric Ellingson have rewired the Ramada at the pool, and placed the outside outlets on their own electrical sub panel. The outlets, including several new ones, will now have sufficient amperage to handle numerous appliances at the same time, during gatherings there. In the past this has been a problem. The Volunteers have also improved and rerouted the drainage system on the west pool ramada, and put the fountain next to the pool entrance back into service. They have also repaired the automatic fill timer for the fountain in Sunset Park, which froze and broke during one of our freezing nights. We appreciate their efforts on these projects.

Jeanne Barzan has volunteered to arrange for the planting of seven new ocotillos in the common strip just south of Vereda Calma and north of our boundary wall. We thank Jeanne very much for her gift, which will spruce up this area considerably. Quite a number of the plantings in that strip have become diseased or otherwise distressed, and this planting will help spruce up this area. The regraveling project for this year has been pretty much completed. We have spread about 200 yards of new gravel during this phase of the program, which will continue in future years until all areas requiring attention have been addressed.

As mentioned in previous progress reports, our corridor on Esperanza Blvd. has been totality refurbished, and some much needed work has also been completed on certain quads, in other selected common areas, and in Esperanza Estates Park on Holgado. We have only a small part of the gravel budget for this year left, but would be willing to co-op with anyone willing to make a gravel donation by paying for the labor to spread the same, to the extent we can do so. If anyone is interested in this, please contact me. There are many additional areas needing work, which we will get to as funds are available. However this is likely to be another year away.

Our annual fight with the weeds prompted by the winter rains has begun. Our landscapers have been spraying in the common areas, and this will continue. The blue color you see when they are spraying is a harmless, vegetable dye, which will disappear in a couple of days. It is used to enable them to tell where they have sprayed. We are completing working on trees in the common areas, removing mistletoe and problem branches. By the time this is published, all common area trees which had a mistletoe infestation (which we were able to locate) have been cleared, or will be under schedule to be cleared. If we missed any that you are aware of, please let me know. We have also been removing some large, diseased cactus in certain areas that were becoming a problem.

Painting has been completed on our boundary walls, the front entrance monument, and the tennis shed, and they look much improved. We will be completing the swimming pool enclosure in the near future, and this will wrap up our painting project for the year. The painting has been done under the direction and supervision of Board member Ken Miller.

Ken Miller continues to labor in Bridge Park Wash, with help from Bill Milne. Several rock retaining walls and steps have been built, and addition' concrete located which will be placed in the wash to prevent further erosion during monsoon rains. It is anticipated that much additional work on this project will be completed over the next few months.

New Board member Steve Brown has constructed some interesting stonework and a rock garden in the southeast corner of Mt. View Park. If you have not seen this, stop and take a look. it's a very attractive addition to our cactus garden area.As always, if you have or observe problems in the common areas, please call me at 399-0455 and we will tend to them as soon as we can.

Neighborhood Watch Committee - By Melodye Cooke, Chair

A special thank you for all the residents who replied to my letter for emergency information. A copy of the undated zone list will be distributed to zone captains and co-captains by the end of the month.

I am taking a class called CERT with four other residents that was offered by Homeland Security, Community Emergency Response Team. We have gotten many helpful hints to keep our homes safe. Everyone should know where their electrical and water shutoffs are. If you need help in locating these please call me at 399-0455.

Please check your garage for hazardous materials when leaving for the summer, check for anything that may cause problems in the summer heat, for example, flares left in car trunks, aerosol cans etc.

We also received some telephone numbers for poison control, 1-800- 222-1222 and a 24 hour number in Tucson 626-6016. Another reminder to call 911 if you have any suspicious activity. When you leave for the summer call S.A.V. (Sheriffs Auxiliary Volunteers) at 547-6744, 8:00 am -4:00 pm (Mon-Fri); itís preferable to call 7-10 days prior to your departure. S.A.V. also offers a Residential Security Inspection and Alzheimer's or Memory Impaired program. You may register 8-4, Monday through Friday.

Long Range Planning Committee - By Robert Frost, Chair

Elements of the Long Range Plan were discussed at the Board meeting on February 16th. One element is the Accumulated Depreciation set by the accountant in accordance with IRS regulations. The second element is other Capital Projects that are budgeted and are in progress. Other Capital Expense Items, to be included in the 5-year plan, will be identified. Suggestions from homeowners will be solicited for incorporation in the draft 5-year plan being developed by this chair working with a board authorized ad hoc committee. The proposed plan will be presented for Board action in the fall.

The financial statement issued at the February meeting identified about $10,000 for Capital Projects in Progress out of about $25,000 Budgeted for 2004.The President is working with the accountant to identify and report a Statement of Capital Expenditures each month.

Volunteers by Tess Ewing, Co-Chair

A new panel box was installed by Eric Ellingson and Lance Ewing. We now have four electrical outlets along the counter top under the Ramada. The fountain by the swimming pool gate is now running again.

Another table and eight chairs were purchased for the Ramada area. With the larger number of residents corning out for the Hospitality parties, there was a need for them. Our fun event was a Wine & Cheese/ Auction for newcomers to Esperanza Estates. This provided an opportunity to socialize and for the volunteers to talk about some of their projects --and do some recruiting. Lillie Sheehan, our auctioneer, kept us laughing and the successful bidders got some great bargains. The proceeds from the auction, close to $600, will go to the Volunteers fund for beautifying ESPERANZA ESTATES.

Our Spring garage bake sale will be held on March 20th at 758 & 759 Calle del Ensalmo. Bring your favorite bake goods. If you have any household or patio items in good condition you would like to donate, along with your bake goods, call for pickup:
