Message - By Max Perry I want to begin this month by welcoming our two new Board members, Gary Chelseth and Bruce Liljegren. They were elected at the April meeting to complete the terms of Robert Frost and Scottie Blum. Both are very capable gentlemen and will contribute greatly to the Board. I look forward to working with them. I also want to thank Rick Ernst and Charlie Elliott for their interest in running for the open seats. Your Board is now back up to its full strength of nine members. During this past month your Board met in a special session. This was necessitated by the discovery of severe termite damage in the wall between the pump room and ladies restroom at the pool and the south wall of the tennis court shelter. Since the cost to treat for termites exceeded $1800 for the two sites, the Board chose to replace both walls with block at a cost of $1050. Both projects are complete and await painting. The Board also approved the enlargement of the storage building at the pool. This project has begun and should be completed soon. In addition, the renovation of the restrooms at the pool was discussed and is on the drawing board for this summer. All of these projects will necessitate some inconvenience but will result in much improved facilities for the foreseeable future. Big “thank you”s are due to Joan Moreaux and her committee for an outstanding Home Tour. It was a fun day. Also, many thanks go to Scottie Blum, Sam Barnard and Lavonne Corral for stepping up to chair the hospitality committee. Their first project is the Cinco de Mayo party on, guess when, May 5. Don't miss it. And, finally, the Board would like to extend our special appreciation to Trish Rodemeyer and Sam Bernard for the donation of a new barbeque grill. It will be housed in our new storage space at the pool and available to all Association members for use at the ramada. Summer is on the way, so goodbye to our winter visitors. See you in the fall. Volunteer Party – By Ben Sheffield The Board of Directors hosted the second annual Jeanne Barzan Volunteer of the Year Award Dinner on March 24, 2005. It was well attended, with 70 volunteers present to honor this years recipient Bill Milne. Bill and his wife Dottie are pioneer members of Esperanza
Estates, first as the masonry contractor and then
as homeowners since 1982. They have both served
on our Board of Directors and on several committees. Bill
organized the Red Hats, who met as a group to clean
up our common areas, pull weeds and visit with a
fellow member while doing untold good for EEHOA. Bill
has been the man that, as new homeowners, several
of us have gone to for answers to our questions on
where utility lines are on our properties, who can
fix this or that and could we borrow this tool to
complete a project. Bill has always been willing
to help his fellow homeowner and when the Volunteers
were doing all of the work at Sunset Park and the
Ramada Area Bill was over lending a helping hand,
furnishing tools and equipment as needed and supplying
materials to complete various projects if he had
them. Thank you Bill for your many years of
contributing to the betterment of EEHOA with the
spirit of a true Volunteer.

In preparation for the season starting next Fall we are still accepting donations for our garage sale, household items, clean and gently used in good condition. (No Clothing Please). Common Area Report for April --By Tom Cooke Continuation of the regraveling program is now underway, made possible by a supplemental appropriation authorized by the Board for this purpose. We believe that we can complete nearly all of the major areas requiring attention with this round, and many of the smaller ones as well. The Board feels our residents will be pleased with the end result. Keeping our common areas attractive and well maintained benefits every owner in Esperanza Estates. We are still attacking our weed crop. Because of the spacing of the winter rains this year, we had more than the usual amount, and they chose to germinate at different intervals. Thus, it has been necessary to spray some areas more than once, and we still have areas requiring a first spraying. Because of the winds we have had recently, on some days when spraying was scheduled, it was not possible to carry it out. Please bear with us if you have an area that needs spray. We will get to it as soon as we can. We recently had another complaint about unauthorized plantings in the common areas. All owners are reminded that nothing may be planted in any common area without written Board permission, and quad yards are specifically included in the definition of common areas within the subdivision. Unauthorized planting causes us a great deal of difficulty, and we ask for the cooperation of all owners in not doing it. Residents are reminded that the Board Resolution relative to the care and maintenance of trees and other yard landscaping is now in effect. This was published in the last edition of the Periodico. We are planning on making some additions to the cactus garden at Mt. View Park. We will replace some of the small cacti that have not survived, and hope to add some new species of interest, along with appropriate signage as to scientific and common names. The EE Volunteers have agreed to finance this project. As always, please advise me if you have or observe problems in the common areas and we will take care of them as soon as we can. My phone is 399-0455. Neighborhood Relations – By Norma Stanley, Chair Included in this month’s Periodico you will find a survey on parking. Vehicles have changed over the years and we believe it is time to examine this more in depth. Please take time to complete the survey and return it to Max Perry. We want as much input as possible before we tackle this difficult situation. In the meantime, review your CC&Rs regarding parking restrictions. Esperanza Estates belongs to all of us. Please help us out. Snow Birds & Friends – By Charl Petry If you will be leaving us for awhile and would like to have the Periodico mailed to you while you are away, please give me a call to arrange for this. Charl Petry at 648-2541. Wanted: Bridge Players (social) – By Bob Fallon We currently have nine couples...and we want to extend an invitation to join this wonderful group. We play every other Sunday night at 6:30, starting October 2 and ending on December 18. Single players will be paired – or you can create your own pair. Please call Bob Fallon at 399-3185. Neighborhood Watch – By Melodye Cooke, Chair All winter visitors are reminded to leave a key with someone to check on your house while you are gone. Please contact your neighborhood watch captain or myself with the key person’s telephone number. Many things happen with our homes and hopefully water damage, etc., can be found quickly. Neighborhood watch captains and co-captains please check your information in your zone from time to time to make sure all the emergency numbers are current. If you have has problems with delivering newcomer packages contact me and we will send a post card asking the newcomers to contact us when it would be convenient to visit them. I do not always get the names of new residents before they begin to move in, if you see them at the new residence call me and I will get a newcomers package to you. Advertisements – By Sheila Bennen We would encourage each of you to ask any "trade person" that you feel does an excellent job to place an ad in the Periodico. The cost structure is as follows: Full page 3 months $100, 1/2 page 3 months $50, 1/4 page 3 months $ 25. Discussion of Possible CC&R Revision Presently, Section 9.2.1 of the EE CC&R's reads: Recreational Vehicles: No owner shall park or permit to be parked in any driveway, or on any street, or in any patio or front or rear yard of any lot, or on any common area any of the following types of vehicles: (I) any camper, camper truck, motor home or any other type of camping vehicle with a living or sleeping area; (2) panel truck, pick-up truck, boat trailer, luggage trailer, travel trailer, house trailer, mobile home or similar vehicle except for brief stops necessary for loading, or unloading or preparing for a trip. Such vehicles may be parked inside a garage or carport. "Brief stops" means no more than a continuous period of forty-eight (48) hours. No owner may extend this period by moving the vehicle and then returning it sooner than permitted. No more than four (4) brief stops of these vehicles in any calendar quarter is permitted on the lot and no more than eight (8) brief stops in any calendar year are permitted within the boundaries of the subdivision. This provision has been the source of considerable misunderstanding and problems in the past couple of years. The Board has received numerous complaints from residents asking for enforcement of "the prohibition against parking cars in driveways instead of the garage," when in fact there is no such rule against parking a car in a driveway, even for long periods of time. The language on the parking of "pick-up" trucks and "panel trucks" has also caused difficulties. In 1977, when the CC&R's were written, a typical "pick-up truck" was a work type vehicle, frequently in beat-up condition, and leaden with various types of work tools—generally unsightly in appearance. Today, many if not most pick-up trucks are considerably more attractive, and are sometimes the sole vehicle of a resident. And "panel trucks" really hardly even exist any longer. Instead, we have "vans," which are not covered by the existing CC&R language, thereby creating an ambiguity. Other very common vehicles not covered by the existing language are sports utility vehicles or SUVs and mini-vans. All of the above suggest some revision of the CC&R's may be warranted. Accordingly, the Board would like your input and ideas on what, if any, action should be taken to bring the CC&R's into conformity with the present times and conditions. Please take a few minutes and complete the following survey, and add whatever comments you may have at the place provided.
