President's Report--Max Perry, President

Thanksgiving is behind us and I hope everyone had a great day.
 
November's Board meeting was one of the most productive we've had this year.  Your Board of Directors has proven time and again their willingness to step up and get the job done.  This year will be seen as an historic one in Esperanza Estates.  This month the Board approved the final plans for our new patio cover as presented by Bill Carnell of Merry Carnell Schlecht.  If all goes as expected we should be able to plan a Grand Opening Party for around April 1.  And while we're at the pool, your Board also authorized the repair and replumbing of the spa.  This project has been much discussed and long awaited.  Bruce Liljegren has more to say about this project in his report.  The contract has been signed and work should begin as soon as the contractor can get to us. 
 
The Board voted 7-0 with one abstention to NOT place a 40 yard dumpster behind the tennis court.  The idea was that it would save the Association some money and increase the amount of productivity we got from the AAA crew.  After a great deal of discussion from the Board and interested homeowners, it was determined that too much disruption would result.  I want to compliment all concerned for their thoughtful consideration and respectful debate.  Once again, Esperanza Estates neighbors have proven we can disagree without being disagreeable.  Ultimately we all have the same goal - to keep Esperanza Estates the best neighborhood in Green Valley.
 
Our 2006 budget was approved by the Board and I'm proud to announce that with all the accomplishments of 2005 you will see no increase in dues for 2006.
 
We have five outstanding candidates for the three Board seats open this year:  Kathy Babcock, Gary Chelseth, Sig Friedman, Ken Miller and Joan Moreaux.  Biographies and pictures will appear in the December Periodico.

And finally, a big thanks to Rod Pearson for putting the Periodico together this month.  It's a lot of work and we appreciate it.

Common Areas --Tom Cooke

As many of you know, I have been pretty much out of commission for the past couple of months as a result of the freak accident that occurred in early October. I am doing much better presently, and am gradually working my way back into the old routine.

In my absence, supervision of the common areas has been undertaken by fellow Board member Ken Miller, who has done an outstanding job.

Ken has been my assistant for the past couple of years, and when time came for him to step up to the plate, he proved he was highly capable of the task.

He has completed a major cleanup of the two main washes running through the subdivision, and has scheduled more areas for the same treatment. To expedite completion, he did much of the physical work himself, leaving triple A, our contract landscapers, to work on other projects.

Ken advises me he has additional corrective work scheduled for the Bridge Park wash, including some with heavy equipment. This is part of the continuing effort to control erosion and eliminate the “street sand” we receive from that wash following a storm.

The appearance of our common areas is good, and getting better. We have a few weedy areas to work on, which will be treated when the spraying equipment can be scheduled.

As always, if you have or observe problems in the common areas, please call either Ken, at 393-1914, or me at 399-0455, and we will attend to them as soon as we are able to do so.

Hospitality --Lavonne Corral, Co-Chair

Are we having fun? 122 people made reservations and "pigged out" on roast pig with all the fixings on October 29th. John Wayne rode in for the barbecue and guests had their pictures snapped with "the Duke." A collage of all the pictures taken from previous hospitality gatherings will soon be on display at the Pool Ramada. Those attending the Western Night lingered in the dark visiting with old and newly-made friends.

Won’t it be nice when we have the new ramada covering with adequate lighting. Nineteen people went home with small cowboy momentos and other fortunates won the raffle certificates from China View, Blue Sky Restaurant, Arizona Family Restaurant, Trattoria Ragazzi, American Legion Dinners, and Gaslight Theater tickets. Be sure to thank these merchants for all their generosity.

Burger Night was a huge success! Sam "the Man" wearing an Emeril "Bam" apron cooked 156 veggie/beef burgers and our lovely waitress team took and served your orders wearing cute aprons made by Lennie Borgmann with fabric donated by Edith Speasl. All the committee had a workout as we ran out of buns and tomatoes in just one hour. It is truly a team effort that makes our fun times possible. So, back by popular demand in December is Santa burger night.

First Annual Esperanza Estates Golf Tournament--Marvol Barnard

Attention Esperanza Estates Golfers!  We are looking for golfers to participate in the First Annual Esperanza Estates 9-hole scramble.  The scramble will be held at Haven Golf Course in February or March (dates TBA) and proceeds will go to the Enhancement Committee for the addition to the bell arch near Sunset Park.  This is going to be a FUN, no-stress event, so bring your friends.  A wine and cheese party will follow the scramble, along with a silent auction.

Bob Fallon, Editor Extraordinaire--Rod Pearson

Bob Fallon is on hiatus. I was asked to put together this issue of the Periodico, so the look is going to be different this month. No longer will I read my issue and take it for granted. The compilation of articles is truly a labor of love, and his efforts have, for the most part, gone unnoticed.

Neighborhood Watch--Melodye Cooke, Chair

Because of the recent disasters we want everyone to be prepared with a few simple things that help in the event that any major problems occur here.
 
1.  Make sure to store important documents at a back safety deposit box or at least a fire proof box.
2.  Keep a stash of cash or travelers checks where you can get them quickly in the event of an evacuation.
3.  Have on hand one gallon of water per person per day for at least a week's supply.
4.  Non-perishable food
5.  Can opener
6.  Pet food if appropriate
7.  First aide handbook
8.  Bandages in a variety of sizes, gauze, bandaging tape and surgical gloves
9.  Portable supply of prescriptions and copies of prescriptions
10.  Back up of special supplies you use regularly, such as oxygen tank or hearing aid batteries
11.  Moist toilettes
12.  Toilet paper

Neighborhood Relations--Norma Stanley, Chair

Several phone calls were made to residents exhibiting signs in their front yards, not the "For Sale" ones allowed by the CC&R's. Everyone has now complied. On behalf of the Board, we thank each of you for your cooperation.

A call was made to a resident having palm cuttings in the front yard. The resident immediately had them hauled away. Thanks, again.

Recreational Facilities--Bruce Liljegren, Chair

At November's meeting your Board approved funds to remove the old therapy jets and plumb in five new 2" Therapy Jets to finally get our spa to perform as it should. A big thanks to Gary Chelseth and Ben Sheffield for making this happen. Gary reports that Classic Pools, Inc. in Tucson will be doing the work after the first of the year. President Max will be keeping us posted on progress in his "Monday Memo" by email.
 
It is first come first served if you are going to use the Ramada in front of the pool for a large gathering. If you want to use it, put your name and phone number on the appropriate day on the calendar hanging on the bulletin board in the pool area.
 
Remember to take those showers!

New Parking proposal ---The Ad Hoc Committee

For the past couple of years, the Board has received regular complaints about the parking regulations contained in the CC&R's. Accordingly, following a written survey showing a substantial number of homeowners felt changes were warranted, an ad hoc committee was formed to study and take input on this. Two meetings were held, at which approximately 25 homeowners participated in discussions about modifying the regulations to bring them up to date, clarify some problem areas, and render them more suitable for the subdivision. The following is the work product of that committee.

These modifications will be put to the homeowners at the annual meeting in January, for a vote. Fifty-one percent of our owners must approve these changes before they can take effect. They are being published here initially to give our owners the time to read and consider them carefully. They will be published again in future issues of the Periodico. Please feel free to discuss these proposed changes with your neighbors.
Parking
Statement of Policy: It shall be the policy in Esperanza Estates that, in order to promote uniformity, and neatness of appearance, all vehicles shall be garaged whenever possible.
Restrictions on certain vehicles:
a) No owner shall park or permit to be parked in any driveway, or on any street, or in any patio or front or rear yard of any lot, or on any common area, any of the following types of vehicles: 1) any vehicle containing living or sleeping, and toilet areas; 2) boat trailer, luggage trailer, travel trailer, house trailer, mobile home or similar vehicle except for brief stops necessary for loading and unloading or preparing for a trip. Such vehicles may be parked within a garage or carport. “Brief stops”: means no more than a continuous period of 48 hours, which period cannot be extended by moving the vehicle and returning it sooner than permitted. No more than four (4) brief stops of these vehicles in any calendar quarter is permitted on the lot, and no more than eight (8) brief stops are permitted in any calendar year within the boundaries of the subdivision.
b) No vehicle with visible advertising or commercial lettering is allowed to park in any driveway, unless temporarily while actually doing business with an owner.
c) Any vehicle type which is garageable and will be regularly garaged, is authorized.
d) Pick-up trucks shall be authorized vehicles for residents within the subdivision if they meet the following qualifications:
1) Any pick-up which can be and is continuously garaged is allowed. For pick-ups that may be parked in driveways, the following are prohibited:
a) any pick-up with more than 4 wheels
b) any pick-up with visible advertising or commercial lettering
c) any pick-up with a visible load in the bed, except when actually loading or unloading
d) Any unregistered vehicle, or vehicle without a current state license.

These prohibitions shall not apply to yard workers or service personnel engaged in actual work at a residence.
Parking in Quad driveways: Quad owners may temporarily park vehicles authorized herein in their respective driveways, provided they park as close as is practical to their garage and provided further that they do not block any other owner from reaching another garage. The restrictions herein imposed on camping vehicles will apply. This parking provision for Quads supercedes any other restriction appearing in other sections of these covenants.
Blocking of Sidewalks: No vehicle within the subdivision may be parked in such a manner as to block or significantly impair pedestrian travel on any sidewalk.
Storage of Vehicles in Driveways Prohibited: No vehicle may be left for storage, or left in a condition where immediate use of the vehicle is not possible, in any driveway.
Exemption for Emergency Vehicles: No prohibition contained herein shall effect any emergency vehicle actively engaged within the subdivision.
Visitors & Guests: The Board of Directors may establish by rule, a permit system to allow temporary, short term parking of the types of vehicles authorized herein by visitors and guests within the subdivision.

(Parking Committee Note: The Committee will recommend that the Board issue Guest Passes for all residents to keep on hand)
