CC&Rs

Homeowners
probably should reread their CC&Rs at least once a year to recall
the commitments they made when they purchased property in Esperanza
Estates. The most common violations have to do with parking restrictions.
Read section 9.2 for details.
There seems
to be an increase in the abuse of the common areas. Recent violations
include unauthorized tree planting and even removal of desirable
plants from the commonly-owned areas by individual homeowners. There
have been several architectural modifications not in accordance
with the specific review requirements and drainage flows have been
altered by some homeowners. Please understand that the Board is
compelled by the governing documents to enforce the CC&Rs. Please
also understand that these documents (CC&Rs and Bylaws) exist for
the purposes of increasing the pleasure of being a resident of Esperanza
Estates and maintaining the maximum property value.
In most recent
cases of CC&R violations, the offending homeowner has complied after
notification of the problem. However, the documents provide for
quite strong enforcement options and the Board is obligated to use
the designated procedures if voluntary compliance is not forthcoming.
Obviously, voluntary compliance is preferred.
Attention
Snowbirds (and others as well)

Now that the
common area maintenance is shaping up (not quite perfect yet but
still improving) please be aware of the landscape care required
of your property, particularly if you will be gone for an extended
period. Last year we found that arrangements had been made by some
homeowners but the maintenance contractor never showed. Please notify
your Neighborhood Watch Captain of your contractor so that the Association
can nudge him/her a bit if derelict. If you do not know your Watch
Captain, call Marilyn Harland at 399-3291.
We seem to
be having an increase in the number of mail boxes and garbage containers
that need repainting. Repainting is not a big chore one or two cans
of spray paint will do the job (providing the wind doesn't kick
up). Use black paint for the mail box and post. Black is likely
to be the most durable color for the garbage container lids as well.
Let's
Hear It for the Walkers!

Last fall,
the GVCCC and GVR sponsored a "Walk Across Arizona" competition,
for teams of up to ten persons representing various organizations.
Individuals would walk as were their personal inclination and report
their weekly miles to the captain who then reported the total to
GVCCC. A total of thirty-six teams started with thirty-two teams
finishing the sixteen-week contest. Sheila Bennen was the captain
(a.k.a. Drill Sergeant) and, not surprisingly, the Esperanza Estates
Exercisers won in a blow-out!
The team did
the 380 miles from Yuma to New Mexico in the first two weeks and
just kept on walking. At the end of the contest, the team total
was 3300 miles. The next best team did 2692 miles. Maps indicate
that the 3300 miles would have covered a normal road route from
San Diego to Caribou, Maine. (If you don't know Caribou well, really!)
A jet could fly from Green Valley to Gander, Newfoundland with 200
miles to spare. Members of the team were:Jim Betts, Scottie Blum,
Dave Lantz, Dorothy Paul, Jim McManus, Sheila Bennen, and Marilyn

Common
Areas

AAA will begin
spring spraying for weeds in our common areas as soon as wind conditions
and scheduling permit. Spraying was started during the first week
of March, but had to be postponed due to unfavorable wind conditions.
Once the program has begun, we are informed it will be continuing
until all of the common areas are completed. This will take several
days to complete. This will be the first of two annual chemical
weed treatments that are due under our contract. In addition, we
will be receiving pre-emergent treatments when atmospheric conditions
permit efficacious application.
The Board
wishes to thank those several quad owners who have undertaken trimming
and cleanup of their yard areas. This not only saves our Association
money. It keeps our neighborhoods looking good as well. Quad owners
are reminded that Board policy now allows and encourages minor quad
yard maintenance (exclusive of planting or removal of major flora),
and that the Association will arrange for pickup of cuttings, trimmings,
raked material, etc., with just a phone call to Tom Cooke at 399-0455.
Another 25
yards of gravel have been spread in the common areas as part of
the general gravel refurbishment program. This program will be continuing
in the future as funds are available. Owners who desire gravel work
in their private yards can contact Tom Cooke for a referral to the
firm who has been doing the work for the Association. The party
we have been using is reliable and reasonable.
Eleven trail
marker signs have been installed at various points on the Esperanza
Estates nature trail. They were manufactured by Herb Graffweg and
they look great. Herb is also making signs for the other common
areas just recently named: Napa Park will be Mountain View and Holgado
Park will be Mesquite Park. Both Names were submitted by Robert
and Janet Kalwaski, 1031 Calle del Regalo. These will be installed
as completed. Further work on the trail will be continuing, including
two or three small bridges to cross small drainage ways. If you
observe problems in the common areas that need attention, please
call Tom Cooke.
Esperanza
Estates Volunteers

A final leveling
and planting in the former putting green area have been completed
and the water system fully activated. Benches for placement in this
area are being solicited and, if you either have a bench to donate
or are willing to purchase one (cost of about $100), please let
any member of the Volunteers know, or call Tom Cooke at 399-0455.
Rock planters, about 100 feet long, have been constructed in the
wash area immediately south of the shuffleboard courts. They will
be planted with appropriate varieties of desert flora. Water has
been run to these planters for a drip system. The plants will break
up a plain and an otherwise less-than-attractive vista, and add
beauty, shade, and a degree of privacy to users of this area.
We are moving
ahead with plans to complete the brick pavers as soon as arrangements
can be made. Forty-three persons attended the Lunar Party at the
Esperanza Estates Park, and it was an enjoyable time. The thanks
of the Volunteers is extended to all who donated items for the spring
yard sale.
Private
Yard Weeds

Owners are
reminded that our CC&Rs require yards to be maintained in good order,
without an accumulation of weeds. Last year, the Association was
required to send out a number of notices to property owners who
were neglecting to keep the weeds in their yards under control.
It is hoped this will not be necessary this year. So please take
heed, and either spray your yard, or arrange to have it done.
Our "snowbirds"
will have to arrange for this to be taken care of while away from
Green Valley. (See "Snowbirds" on page 1) The Board will be checking
yards from time to time over the coming months, and are hoping for
the cooperation of all lot owners in this regard.

Committee

Cheers to
the Volunteers Committee for sponsoring that unique New Lunar Party,
February 27 in our Esperanza Estates Park! March 13 turned out to
be balmy. A frisky wind deterred no one of the 71 neighbors who
gathered to celebrate as Esperanza Estates neighbors at the Pool!
Delicious finger food, chosen libations overflowed at the ramada.
Tables in the adjacent blocked-off street filled up with friendly
celebrants who provided their own chairs.
The P.A. system
worked this time to keep the various agendas of the committee alliances
active. President Dave welcomed us. Volunteer Committee member Bev
Brow invited us to engage in the sidewalk "silent Auction"; Mary
Zindrick pitched the "donation jar" attractively placed on the food
table, both of which yielded $113 for further enhancements of common
areas; and Melodye Cooke assisted by Board committee sponsor Sheila
Bennen held a balloting for naming our two park areas on Holgado
and Napa, the results included in this Periodico (see Tom Cooke
"Common Areas").
We know you
appreciation the steering of the whole event by members of the Hospitality
Committee: Helen Inman, Claire Coon, Ellie Franz, Nona Sykes, Marilyn
Harland, Colleen Keibart, June and Sam Simonson And don't we need
one more big party before our winter residents return to cooler
homes? Suggestions welcome (399-9003).

Perspectives, Interviews 2000

The dear departed
subject of this feature is Bob Greenig. In the last days of his
life, Bob graciously granted me an interview November 14, 2000.
After talking about his and Pat's earlier life in New York, including
his 2 degrees in business from Columbia University, he focused on
the big flood of '83 in Drainage Way 9. The flood occurred just
before he succeeded Mr. Earl Whigham, the developer and Chairman
of the Board, as the first President of the Association.
He detailed
his role as mediator in the ensuing contentions between aggrieved
owners, builder, and County. . . . We needed rain in Green Valley.
The weather people said there was a big storm in the northern Pacific
. . . and that we should expect quite a bit of moisture from it.
. . . The
first day it dumped two and a half or three inches of rain. . .
. So on the third day when I woke up, it was again raining cats
and dogs . . . I went over in our car to take a look at Portillo.
And the water was running four feet over the top of the Portillo
Bridge. . . . [then] right into the patios there. I guess four homes
were affected, and water got into some bedrooms. . . . The storm
had passed, but it took about five hours for all that water to come
through here. . . . I said, Earl, you're coming out scot free on
all of this. . . . The homeowners are each paying three hundred,
and Pima County is kicking in. I'd hate to talk to the Green Valley
News. . . .
So we got
another twenty-five or thirty thousand dollars. . . . Pima County
had this big bond issue two years ago, and I thought about three
weeks later, or even three months later, they'd go to work with
that million dollars finishing off the flood protection. . . . So,
neighbors, we know that Bob Greenig's patient, enduring mediation
was to finally pay off just this last year when County trucks parked
at the Portillo Bridge. Thanks, Bob. And let the rains come!
Neighborhood
Watch

Neighborhood
Watch captains and assistant captains please mark your calendars
for a general meeting to be held on April 10 at 10:00 A.M. at
840 Circulo Napa. Refreshments will be provided. We will update
you on a new proposal and the Trial Run we did on Monday, March
11. We will share ideas for getting to know the neighbors on our
zone list. If you are unable to attend, please call me at 399-3291.
There was
a great turnout for the Annual Neighborhood Watch meeting held
on March 5th. I want to thank all of you who attended. Chief Davis
of the Green Valley Fire Department told us of: new Fire Department
procedures, Safety Classes (including a free cell phone for emergences)
that will be available to anyone, and that Green Valley will be
getting two ambulances. There will be a meeting on May 28 at 10:00
at SAV if interested. Chief Davis said that we will be guided
by the Fire Department in case of an evacuation.
